MEMA Supports Heavy-Duty NOx Rulemaking in Comments Sent to EPA

In comments submitted to the U.S. EPA this week on the Cleaner Trucks Initiative (CTI) Advanced Notice of Proposed Rulemaking (ANPR), the Motor & Equipment Manufacturers Association (MEMA) expressed support of the goals of the heavy-duty NOx rulemaking. Motor vehicle suppliers have made important advancements in emissions-reducing technologies and the CTI provides an opportunity for further reductions to HD NOx emissions standards.

MEMA supports new, stringent HD NOx standards that encourage adoption of the best available, cost-effective technologies. MEMA also encourages EPA adoption of low-load, idling certification cycles and Moving Average Windows emissions in-use testing. MEMA urges the EPA and CARB to continue to collaborate on the HD low NOx programs and work to harmonize the programs as closely as possible. A comprehensive federal CTI with stringent, aligned standards with the California’s HD NOx program will advance U.S. innovation in these technologies and create the certainty that manufacturers require to be competitive.

Further, MEMA urges EPA to provide a reasonable, carefully structured useful life and warranty requirements that addresses suppliers’ need for a long lead-time and does not create unnecessary burden. All these elements are critical to the supplier industry’s stability, continued job growth and preservation of important strategic investments. MEMA looks forward to continuing its work with EPA on this important initiative.
