Senate Push to Move USMCA in Lame Duck Unlikely

Over the last week, Sens. Pat Toomey (R-Pa.) and Rob Portman (R-Ohio) have been pushing for congressional consideration of the U.S.-Mexico-Canada Trade Agreement (USMCA) before the end of the year and Democrats take control of the House of Representatives in January. While technically possible under the rules laid out in Trade Promotion Authority, the Administration would have to submit final text and statements of administrative action before the end of this month in order to the 30-day countdown before Congress could act on it.

MEMA is following these developments and expects to see congressional action on USMCA sometime in 2019.
